Shigadabi not-villains!AU, Tenko has a crush on his friend's brother

AU where Tenko was saved and adopted by All Might.
When in kindergarten, baby Tenko befriends Todoroki Natsuo and they become best friends. He may or may not have developed a huge crush on Natsuo's brother Touya.
But like many other friendships, as time went on, Natuso and Tenko drifted apart (Endeavor not too pleased about one of his sons being friends with All Might's kid? Just naturally drifted apart as they grew up and had different interests?). Meanwhile, Touya disappeared and no one knew where he was or if he was even alive. Life goes on.
Years later, Tenko comes across a familiar face in a bar.

Civilian or hero!LoV? yes, please.
Tenko and Touya/Dabi falling in love and trying to reconnect with the Todoroki family.
Because everyone deserves a happy ending.
